WAYS TO OPTIMIZE THE ORGANIZATION OF SURGICAL CARE FOR THE POPULATION OF THE RUSSIAN FEDERATION

Abstract

The Russian Society of Surgeons suggests enhancing the surgical care in territorial entities of Russia, in cities and regions with low population density and with the absence of necessary number of doctors and equipment - and delivering surgical care of the first level in outpatient clinics and day inpatient facilities. However it is necessary to keep areas and part of surgical staff and use them as a day inpatient facility or as centers of outpatient surgery. In outpatient and day inpatient facility conditions it is necessary to perform operations and surgical treatment that do not require twenty-four-hour care and treatment. Having the indications, patients should be referred to a medical organization that provides specialized surgical care in intermunicipal surgical hospitals. Surgical care to general population of the second level should be provided in medical organizations of specialized surgical care. The surgical treatment of the third level should be provided in medical organizations delivering hightech surgical care.
