Abstract
The analysis of human resource potential, structure of providing eye care to the citizens and availability of ophthalmologists to Primorsky Krai. It was noted that the number of doctors is decreasing every year, it is associated with many problems existed in the medicine of the Russian Federation. In the structure of negotiability to the ophthalmologists up to 48% is the negotiability of the morbidity, which in two years has decreased by the 170,000. The main reasons for visiting of ophthalmologist in the region in the analyzed period were refractive error, cataract, glaucoma, retinal diseases. In 2013 surgical activity (the number of interventions for cataract, glaucoma operations) in the hospitals were increased despite the reduction in the hospital stock. Phacoemulsification cataract surgery with implantation of different types of artificial lenses, intravitreal injection of Lucentis with age-related macular degeneration were added in CHI system. Glaucoma takes first place (37 %) in the structure of disability causes among ophthalmic diseases

Abstract
Literature review devoted to experimental research of uveoscleral way of outflow of intraocular liquid beginning from 60-s of previous century till present time. Researches of various objects (rabbits, cats, dogs, anthropoids, sheep, donor human eye and others) allowed to identify structural and functional specifics of this type of outflow, that effects greatly on clinical practice wile treatment of glaucoma. Last time of the most actual directions of experiments in this sphere is the research of influence on the uveoscleral way of outflow of new group of antihypertensive inhibitors Rho-kinase and development of uveoscleral outflow conception.

Abstract
Literature review, devoted to histochrom - to the one of the modern antioxidant drugs, widely used in Russian ophthalmology. The drug is selected from pigments (spinohromes) of sea-urchins living on the Pacific coast shelf, developed at the Pacific Institute of Bioorganic Chemistry, registered in Russia in 1999. The positive results of its use for intraocular hemorrhages of different localization and intensity, proliferative, degenerative processes, for dystrophic lesions of the cornea and for inflammatory diseases of the eye. Was marked the ability of the drug to improve energetic metabolism in tissues and blood rheological properties in the ischemia area, also discussed the possibility of histochrom using for glaucoma associated optic neuropathy. By the experiment were proved the efficacy and safety of the drug intravitreal injection.

Abstract
Literature review devoted to the specific of co-infection of HIV/syphilis. Since the beginning of the third millennium, the frequency sexually-transmitted infections, on the background of apparent stagnation of HIV infection pandemic process, in the world have tends to increase, and for some infections - especially syphilis - to revive. HIV/syphilis co-infection in epidemic terms is the complicated and dangerous combination: Syphilis significantly increase the risk of HIV infection and HIV may affect the natural course of the syphilis epidemic. However, despite the significant progress in the study of HIV/syphilis co-infection the question of influence of syphilis on the progression of HIV infection is still debated. Because of the high rates of co-infection, early diagnosis of syphilis in HIV-infected patients require to improve the preventive and antiepidemic measures for the reducing of the burden of syphilis, and for the risk of sexual transmission of HIV

Abstract
Background. The incidence of urinary organs of children have a tendency to increase, being the second pathology of this indicator of childhood in Russia. But there is short number of research devoted to the role of cytokines in infectious and inflammatory diseases of children kidneys, especially in chronic pyelonephritis. Methods. 115 children from 1 year 11 months to 17 years with acute (35 patients) and chronic (80 patients), pyelonephritis was observed. In blood and urine levels of TNFα and sTNF-RII were determined with help of ELISA. Results. In blood and urine of patients was founded a significant increase of TNFα level, the highest figures was recorded in the active stage of chronic pyelonephritis. Systemic and local levels of sTNF-RII in patients with acute pyelonephritis were significantly decreased, in chronic disease course, this tendency continued, but in complete remission the amount of sTNF-RII in blood and urine did not differ from normal values. Conclusions. Decreased level of sTNF-RII blood and urine on a background of increased concentration of TNFα in pyelonephritis in children can be recognized as a measure of chronization of inflammation process.

Abstract
Background. Proteomic differences hemopoietic stem cells from neural stem cell and tumor stem cells of glioblastoma imply that hemopoietic stem cells mainly hold over its regulatory property and could be used for treatment of glioma. Purpose of this research was the analyses of cell cooperation and influence of human hemopoietic stem cells on activity and proliferation of tumor cells of glioma in vitro. Methods. Was used mutual cultivation of glioma cells, fibroblast and hemopoietic stem cells stained with different fluorochroms. Cells was visualized with help of laser scan confocal microscopy. Calculation of number of fluoresce objects been carried out in automatically. Results. Was shown statistically proved slowdown of proliferation of neuroglioma cells cultivated with hemopoietic stem cells. In process of cultivation tumor cells amass fluorescers that was in cytoplasm of hemopoietic stem cells, furthermore the number of hemopoietic stem cells in culture decreased up to total vanishing to the end of experiment Conclusions. Hemopoietic stem cells cooperate actively and with glioma cells and exchanged with regulatory proteins, that slowdown neoplastic proliferation and move in time phase of logarithmic growth of tumors.

Abstract
Background. The purpose of this research is to find out the efficiency of pharmaceutical treatment of progressive glaucoma associated optic neuropathy with using retrobulbar catheterization Methods. Was observed 54 patients from 52 to 84 years old (59 eyes) with nonstabilized primary open-angle glaucoma. Treatment was began with insertion under local anesthesia of retrobulbar catheter, with help of which for 10 days long was injected retinalamin. At the same time under the skin of temple was injected histochrom, was provided intravenous infusions mexidol and choline alfosceras, intramuscular was injected milgamma. After the end of course of therapy catheter was extracted and was appointed per os systemics the same groups for 2 months. Results. In all cases of examinations tolerant intraocular pressure staying on a mean value. Visual field expanded, generally because of reduction or total elimination of relative scotomas. In observation with developed stage of fast progressive and slow progressive glaucoma associated optic neuropathy decreasing of index of progression was registered and after 6 and 12 months. With advanced stage of glaucoma associated optic neuropathy decreasing of index of progression was verifiable only with fast progressive disease state. Conclusions. Efficiency of retrobulbar catheterization was demonstrated by the results of functional and morphometric research of optic nerve with course of neuroprotective treatment under conditions of normalized intraocular pressure with intention to slow down development of glaucoma associated optic neuropathy.

Abstract
Background. Status of thymus as central organ of immune system suppose its protection from external antigens by hematothymus barrier, but in 1960-90s was shown possibility of external antigens infiltration into this organ. Purpose of this research was to evaluate morphological changes in muscle thymus after immunization. Methods. Experiment was under white outbred mice and mice of CBA line, by injection into peritoneal cavity of human red blood cells and bovine serum albumin. Thymus was extracted before experiment (control) and after 24, 48, 72, 96 hours after immunization. Paraffin section with haematoxylin and eosin, toluidine blue and rabbit polyclonal antibodies to histone H3 (immunohis-tochemistry). Results. Was shown significant increase of cortex cellularity and medulla of organ after 24 hours, that reach a maximum after 72 hours and go down after 96 hours after immunization. With coloration of proliferating cells by antibodies to histone H3 was shown its localization in cortex and medulla. Was shown significant increase of number of mitosis in cortex of organ. Conclusions. Results of experiment show changes in thymus morphology and activation of proliferation of thymocytes in respond of injection of antigen and allow to raise a question about conventionality of hematothymus barrier and even more about involvement of thymus in process of immune response.

Abstract
Background. These studies of the last years about the role of humoral factors in the pathogenesis of primary open-angle glaucoma remains controversial. Methods. 133 patients with various stages of glaucoma been tested. Was estimated the amount of pro- and anti-inflammatory cytokines in the lacrimal fluid. Results. Local profile of cytokine under glaucoma characterized with pro-inflammatory nature with switching T helper immune response from 17th and 2nd type in the stage I on T-helper response type 1 in stage II and T-helper response type 2 with simultaneous overproduction of interleukin 1ß and 6 and Transforming Growth Factor-β2 in disease stage III. The hallmark of the III stage of glaucoma was a local deficit of Transforming Growth Factor-β1 Conclusions. For non-invasive diagnosis of early stages of primary open-angle glaucoma can be used the estimation of the interleukin-17 level in lachrymal fluid. Theoretically justified and prospective is the question of the application biologic response modifier therapy in patients with stage III.

Abstract
Background. Despite the essential progress in surgical treatment of cataract phacoemulsification of patients degenerative myopathy could cause complications. Methods. Was observed 102 patients from 45 to 85 years old (178) eyes, with cataract associated with degenerative myopathy after phacoemulsification. Was measured longitudinal and transversal eye size, was measured nuclear density of crystalline lens, was provided analyses of trance element composition of hair by mass spectrometry. Results. Ellipsoid deformation of eyeball been registered at patients with complicated post-operational period, 21 patient been diagnosed back capsule of crystalline lens fibroses, that need to have laser discussion. Redaction of zinc, magnesium, selenium to 115,3±6,8, 53,8±3,6 and 0,28±0,04 mg/kg and significant increasing of lead - 12,1±1,5 mg/kg, under degenerative myopathy was registered. Conclusions. Risk factors of complication of late post-surgery period of phacoemulsification about cataract under degenerative myopathy was deformed eyeball, increased density of nuclear crystalline lens, low content of magnesium, zinc, selenium, and high content of lead in organism.

Abstract
Background. Sapropel - natural raw materials that contain humin substances (HS) and has a proved biological activity. Research of general toxic properties of sapropel HS of Omsk region have shown their safety, and because of that was conducted the research of HS specific activity. Methods. Was explored sapropel, HS and activated humin substances (AHS). Antioxidant activity was tested on a model of adrenaline inhibiting autoxidation in alkaline medium in vitro in comparing with cevitamic acid. Study wound healing activity and anti-inflammatory activity conducted on experimental animals: models of burn wounds and limb edema. Antifungal properties was determined in vitro by the method of S.A. Vichkanova. Results. All materials demonstrated specific activity. HS ability to inhibit adrenaline free radical autoxidation was approximately 1.5, while AHS - 2 times higher than sapropels. Wound healing and anti-inflammatory activity of sapropel and HS were on the same level and did not exceed the activity of AHS. HS and AHS retards the growth of dermatomycosis and microsporia. Conclusions. Sapropel, HS and AHS have different degree of specific pharmacological activity, the most prosective for further study and practical application are activated humin substances.

Abstract
Background. In the article given the analysis of risk factors and specific of arterial hypertension of police eployees. Methods. The study involved 340 men aged 30-50 years old, who were divided into “in-office” and “operative” officers. Results. The average office blood pressure were higher among inoffice officers, among them more patients with high hypertension, with the 2nd stage of hypertension, retinopathy, and changes in the kidneys. Daily monitoring of blood pressure of in-office officers showed higher mean values and time indices of systolic and diastolic blood pressure during the day and at night. Group of operative officers characterized with high blood pressure variability with the rise in the morning. Conclusion. For each group was allocated general and specific, professional hypertension risk factors.

Abstract
Background. Among the remedial measures that reduce the intensity of cerebral ischemia in acute cerebrovascular disorders, one of the main places takes infusion therapy. Methods. An experimental model of ischemia reperfusion in rats was made by the putting of the clamp on the internal carotid artery for 20 minutes. Cerebroprotectors - 0.9 % NaCl, HAES-LX-5 % and Voluven - was injected intravenously 2.5 ml/kg 2 times per day for 7-days. Control Group dos not receive any treatment. Cerebrum homogenate was tested for adenine nucleotides and glucose metabolites. Results. Experimental therapy liquids of HAES-LX-5 % and Voluven suppress the formation of cerebrum energy deficiency. Compared with 0,9 % NaCl, useing of these drugs accompanied by a more essential reduction of energy deficiency, the processes of anaerobic glycolysis and by the improvement of aerobic glucose oxidation in ischemic cerebrum. Cobclusions. HAES-LX-5 % and Voluven among themselves are almost equal in their ability to reduce the manifestations of energy deficiency and influence to the processes of anaerobic glycolysis and aerobic oxidation of glucose. The effect of the experimental treatment is the basis for further study of the protective effect of these drugs in acute cerebrovascular disorders.

Abstract
Background. Purpose of this research was to evaluate clinical and morphofunctional condition of optic nerve of patients with endocrinous opthtalmopathy and its dynamic on combination treatment analysis. Methods. Was observed 41 patient (76 orbits) with endocrinous opthtalmopathy. Treatment was necessary for patients with mixed type of edematous ophthalmocele and early case of optic neuropathy (15 orbits) and patients with decompensated endocrinous opthtalmopathy (19 orbits). Efficiency of treatment was estimated by the morphofunctional parameters of optic nerve in groups with developed optic neuropathy under myogenic and mixed types of edematous ophthalmocele. Results. Immunosuppressive treatment was efficient on early case and developed stage of compressive optic neuropathy. Functionally under myogenic and mixed types of edematous ophthalmocele acuity of central vision improve in 1.4 times, peripheral vision-in 2 times. Morphofunctional parameters of optic disc significantly changed in process of therapy only under myogenic edematous ophthalmocele. Conclusions. Immunosuppressive therapy of endocrinous opthtalmopathy should began in preclinical phase of process and be initiated by the ophthalmologist. Monitoring of clinical signs insufficient for assessment of the rate of progression and degree of activity of immunopathological inflammation in tissues of orbit. Morphofunctional parameters of visual analyzer based on coherence tomography is the most informative for the control over the efficiency of treatment and prognostication of treatment results. For the detection of the patients with endocrinous opthtalmopathy on subclinical phase more efficient electrophysiological system of diagnostics.

Abstract
Background. To estimate the level of fetal hypoxia during labor and differentiation from other pathology, used the indicators detection of acid-base condition of the umbilical cord blood. Methods. A total 67 newborns of 65 women who were delivered with planned caesarean section: 42 of them are healthy full-term, 17 premature newborns and 8 premature newborns with hypoxic state. Results. Clinically significant for the diagnosis of acidosis in fetus chronic hypoxia in umbilical arterial blood pH were 7.2, lack of buffer bases (standard - - 4.5 mmol/l, true - -7 mmol/l) and the level of standard bicarbonate 17 mmol /l. Critical figures of glucose and lactate concentrations were 2.9 mmol/l, 4 mmol/ l and concentration of glucose to lactate were 1.17. Conclusions. The clinical severity of newborns at the acid-base condition of blood umbilical artery parameters definitive for mild metabolic acidosis, can be explained with low concentration of glucose and the absence of substrate for the formation of organic acids.

Abstract
Background. General criteria, for implantable toric intraocular lens is not only neutralization of corneal astigmatism but also the stability of its position toward to meridian of corneal for a long period of time. Ultrasound biomicroscopy is the method that allow not only visualized structures of front eye segments but also objectively estimate changes of structures space relations in dynamics. Methods. 42 patients was examined from 16-75 years (58 eyes) with right corneal astigmatism, operated by the method of phacoemulsification with implantation of toric lens of AcrySof Toric (Alcon, USA) model. Examination been provided on the 1, 7, 30 day and after 3, 6 months after operation including eidoptometry, autorefractometry, examination on slit lamp and ultrasound biomicroscopy on Accutome UBM plus (США) machine. Results. For the period of examination the mean of rotation angle of lens was 3,3°, on 28 eyes (48,3 %) rotation was not registered. Thickness of the crystalline capsule of lens was 16,4±1,9 mkm, reaching after 6 months 30,3±3,4 mkm. On all time of examination period was registered decrease of size of capsulorhexis on 0,85±0,32 mm. Was founded direct correlation between increase of angle of rotational instability of lens and distance scleral spur- eye optics rim. Conclusions. Rotational instability of intraocular lens directly correlate with angulation of its optical part, part of capsulorhexis das not have line relation with rotational angle. Ultrasound biomicroscopy allow to define signs of rotational instability of intraocular lens with directed optical axis, and also understand of its development and to define possibilities of reposition

Abstract
This article devoted to the new for the Russian Universities technology of strategic management and planning - the roadmap. There were analyzed the special aspects of the corporative technological roadmaps formation. Basic problems of roadmaps creation for educational organizations, mainly related to the problems of operational university management were formed in that article. The potential benefits of roadmaps using that allow to solve the limited resources problems of internal and external stakeholders were described. Abstract
Background. The main task of any dialysis center at the present time is the improvement of the life quality and lifetime of patients on program hemodialysis. Methods. Was analyzed the dynamics of somatic index (SI) and of concentrations of urea and creatinine (Ur/Cr) in 20 patients who were on hemodialysis for six months. Results. SI fluctuated within a wide range for the period of 6 months, but significantly less than Ur/Cr, where variability was twice higher. Direct correlation between SI and Ur/Cr was absent, despite the fact that both indices are predictors of survivability. At the same time the longer the patient on dialysis, the higher the SI value it had. Conclusions. The leading factor that influenced on the SI and Ur/Cr, was the total time spent on hemodialysis, but profiling of hemodialysis influence less, slowing down the increasing of indicators and improving the quality of life and lifetime patients of patients.

Was described method of operative therapy with shaping of locomotive stump of eyeball in case of its irreversible injure. Author used implants made of cellular polytetrafluoroethylene. Was operated 46 patients (38 men, 8 women) from 18 to 56 years old. Cosmetic rehabilitation was accomplished at 95.9 % of examinations.

Abstract
Background. Assessment of the efficiency of glaucoma combined therapy with using of Histochrome during sinus trabeculectomy (STE) in the early postoperative period, in combination with the magnetotherapy. Methods. The study included 51 patients with primary open-angle glaucoma I-III stage with moderately elevated intraocular pressure. In 25 cases, combined with the use of STE Histochrome and magnetotherapy (treatment group), in 26 cases been conducted standart SHE (control group). All patients before the treatment and after 3 and 6 months after treatment been given complete ophthalmologic examination, including the Heidelberg retinal tomography. Results. In the treatment group been detected the decrease of area and volume of excavation, the ratio of the area of optic disc to excavation, linear diameter relation of excavation to the optic nerve, the mean and maximum depths of excavation. At the same time shown itself, the increase of area and volume of neuroretinal rim, mean thickness and cross sectional area of the nerve fiber layer. In the control group, statistically significant changes in these parameters were not observed. Conclusions. The proposed method of treatment of open-angle glaucoma gives positive effect with improved by 20-45 % from baseline in most parameters and also on the III stage of disease. This therapy, taking into account the severity of the problem, could be recommended for widespread introduction into clinical practice.

Abstract
Background. The preparation of the new class - selective α2-adrenoceptor agonists “Alphagan P” (Brimonidinum 0.15 %) come into to the Russian pharmaceutical market in 2012 Methods. Clinical evaluation of the “Alphagan P” eye drops efficiency in the protocol of treatment of 36 patients with primary open-angle glaucoma for the period of 12 months. Results. The drug effectively decrease intraocular pressure. During the period of investigation visual functions remain stable. With the “Alphagan P” appointing to the patients with concomitant somatic diseases were not registered significant local and systemic side effects. Conclusions. “Alphagan P” for the stabilization of the glaucomatous process in the early stages could be used as the monotherapy agent, and on the far-advanced stage - in combination with standart drugs (analogue of prostaglandin and β-blocker).

Abstract
Background. Social and economic loss because of diabetic polyneuropathy are extremely high and this factor determines the importance of the research for the new pharmacological agents for diabetic polyneuropathy correction. Methods. Been provided prospective, randomized, controlled clinical trial of the “Xymedone” efficacy as the part of the baseline therapy for polyneuropathy in more than 97 patients with diabetes mellitus. Results. The significant reduction of diabetic polyneuropathy symptoms severity in patients been taking Xymedone, in comparing with the effect of baseline therapy. Conclusions. Xymedone normalizes the nerve conduction velocity, increases the pain threshold and corrects vibration sensitivity in patients with diabetes mellitus.

Abstract
Background. Industrial marking of toric intraocular lens (IOL) does not allow accurate implantation in narrow pupil and does not allow to locate the optical axis of device to the optical axis of eye after the surgery. Methods. 86 patients (97 eyes) with corneal astigmatism been operated for cataract with the installation of toric IOL model Acrysof Toric (Alcon, USA), with additional marking according to the proposed utility model for an invention (patent number 134049). Results. In all cases labels made with the proposed method, were clearly visible during the operation, with no need to push the rim of the pupil and the iris with using of additional instruments that preserves the integrity of tissues. For the12 months after the installation of IOL rotation angle of IOL from 1 to 5° was appeared in 61.8 % and from 6 to 10° - 6.2 % of cases. In 32 % of cases, rotation was not appeared. Rotate of the lens in the capsular bag for more than 10° are not registered. Conclusions. Additional markings accurately determine the position of the cylindrical component of the toric IOL and accurately center it, even in low mydriasis condition. It does not cause visual disturbances andit is easily visualized in narrow pupil. High rotational stability of the lens provides good visual quality for a long time after surgery.
